War in Ukraine : support

Status as of 19.12.2022

The HES-SO Genève strongly condemns the acts of war launched by the Russian armed forces on Ukrainian territory, which represent a blatant violation of international law.

The institution intends to support as far as possible all the academics and students, whose life, scientific activity or study projects are today under threat as a result of the armed conflict. Given the scale of the crisis, special measures have been taken with the aim of supporting people directly affected by the geo-political situation.

Political and academic decisions

The system established at the beginning of the 2022 academic year, in addition to the new measures planned for the 2023-24 academic year, are in line with the following decisions:

  • The plea made by swissuniversities on 27 February 2022, strongly condemning Russia's military intervention in Ukraine;
  • The Federal Council decision of 11 March 2022 on the activation of S Protection Status for persons displaced by the war who were domiciled in Ukraine before 24 February 2022 and the decision made on 9 November 2022 providing for the extension of the S protection status until March 2024;
  • The 17.03.2022 decisions of the HES-SO Rectorate on the reduction of tuition fees and on hosting students registered in Ukrainian universities or without prior university education in Ukraine;
  • The 17.03.2022 decisions of the HES-SO Rectorate on the suspension of all cooperation with Russian universities;
  • The 06.12.2022 decisions of the HES-SO Rectorate on the acceptance of students registered in Ukrainian universities for the 2023-24 school year.
Regular students

HES-SO Geneva supports students who are already attending its higher education institutions, far from their country, who may be facing administrative issues (difficulties in obtaining money transfers from their country of origin, extensions to scholarships, etc.) or who may be suffering psychologically due to the international situation. In order to respond to this emergency two types of support have been activated in collaboration with the University of Geneva:

 

Financial aid: simplified access to one-time aid, through a relaxation of requirements and the possibility of cumulative aid until the end of the semester, as necessary.

 

Psychological support: access to and assumption of the costs (in the form of one-time aid) of psychological consultations offered by the Mental Health Department of the University of Geneva.

Candidates to HES education in 2023-24 currently in training at a Ukrainian university

In order to allow a smooth return to study, students who were in training in Ukraine who have obtained protection status (S permit) and are seeking temporary protection in Switzerland may again enroll within the framework of incoming international mobility for the academic year 2023-24.

The six HES-SO Geneva higher education institutions offer twenty-eight Bachelor’s degree programmes, mainly in French, with the exception of the Bachelor’s in International Business Management, taught entirely in English. They also offer twenty Master’s training programmes.

 

Requirements:

In order to be eligible, students must already be enrolled in a similar course at a recognised Ukrainian university and must meet the language requirements necessary to successfully attend HES education. Mobility has a duration of one year maximum (2 semesters of study).

After one year of training under mobility status, an analysis of each individual circumstances will determine the possibility of exceptionally extending their mobility status, provided that a resumption of studies in Ukraine is unthinkable, even remotely. A minimum of 3 months professional experience is still required.

 

Benefits:

Incoming students who have fled Ukraine have access to three types of support which have been activated in collaboration with the University of Geneva:

  • Financial aid: simplified access to one-time aid, through a relaxation of requirements as well as the possibility of cumulating aid.
  • Psychological support: access to and assumption of the costs (in the form of one-time aid) for psychological consultations offered by the Mental Health Department of the University of Geneva.
  • French classes: free access to support classes offered by the Languages Department of the University of Geneva throughout the academic year.

They may also access the various non-academic services offered to the The HES-SO Genève student community (social support, cultural and sports activities, housing, etc.).

Participation in the "Horizon Académique" integration progamme

The HES-SO Genève officially collaborates with the Horizon Académique programme, launched in 2016 at the University of Geneva, to promote the academic and social integration of persons with a history of migration (N, F, B refugee or C refugee permits) who were forced to interrupt a university course in their country and/or who have already completed one or more courses of study.

In the context of the Ukrainian conflict, this scheme has been extended to holders of an S permit. Thus, HES education candidates are given the opportunity to benefit from special measures aimed at improving their chances of success and integration.

Researchers and teachers

Deeply concerned about the consequences of the conflict for the fields of education and research in Ukraine as elsewhere, HES-SO Geneva is willing to offer active support to professors, researchers and associates from Ukrainian universities who have had to flee their country or whose daily lives have been made particularly difficult by the circumstances.

 

As HES-SO is a member of the Scholars@Risk network, the institution intends to avail itself of the assistance programme put in place to respond to the emergency situation resulting from the conflict. It also welcomes the additional funding opportunities provided by the Swiss National Science Foundation (SNSF), as well as by the HES-SO Rectorate, in order to increase its current reception capacities.

International mobility

On 9 March 2022, swissuniversities published a statement calling on Swiss universities to re-assess their partnership with Russian universities in the light of fundamental European principles and values and, where such principles are not being complied with, to suspend cooperation. Subsequently, the EUA denounced ongoing agreements with Russian universities which had signed a declaration of support for military intervention in Ukraine.

In line with the swissuniversities and EUA recommendations, the HES-SO Rectorate has decided to terminate ongoing cooperation agreements with those universities which signed the declaration of the Russian Union of Rectors (RUR) supporting the military intervention in Ukraine, and to freeze all cooperation activities with other Russian higher education institutions, even if they were not among the signatories.

As a result, all IN and OUT mobility projects, summer schools, research and symposia with Russia and Belarus are to be suspended and banned

Benefits and solidarity initiatives
Financial and psychological support

Students regularly enrolled at The HES-SO Genève impacted by the conflict as well as students with incoming mobility status or admitted according to the decisions of the HES-SO Rectorate as amended have access to several benefits which have been activated in collaboration with the University of Geneva:

Psychological support: access to and assumption of the costs (in the form of one-time aid) for psychological consultations offered by the Mental Health Department at UNIGE.

Moreover, new students admitted at the beginning of the academic year have the opportunity to follow (free of charge) the French support classes offered by the Languages Department of the University of Geneva throughout the academic year.

Accommodation

Collective accommodation or host families for persons seeking protection:

The State Secretariat for Migration (SEM)  recommends that all persons seeking protection submit an application online, using the RegisterMe platform. People seeking protection must then register with a Federal Asylum Centre (CFA).

Once registered at a Federal Asylum Centre, refugees who have fled Ukraine are placed either in cantonal units or with private individuals who have made accommodation available. The coordination of available places and the placement of the persons concerned are organised by the Swiss Refugee Council (OSAR).

 

Housing without protection status S:

While not registered for protection status S, Ukrainian nationals are allowed to remain legally in Switzerland and the Schengen area for 90 days. Thus, during this period, they can stay legally in Switzerland with relatives or private individuals. However, they are not covered by health insurance and cannot access social assistance.

 

Student accommodation:

Three homes (Champel, Pinchat and Dassier) managed by the Geloge Foundation are accessible to HES-SO Geneva students.

Solidarity initiatives

 

Cantonal infrastructure: in the face of the scale of the humanitarian crisis, the Canton of Geneva has set up a reception and assistance system and is asking the population to offer their support. A helpline is available on 0800 900 995. All information is also available at: Solidarité Ukraine

La FARCE, an association created by two HETS students, offers free food distribution to HES-SO Geneva and University of Geneva students. Prior online registration is required.
