Romanian Ageing Migrants and the Welfare State

Le but du projet est d'améliorer les connaissances scientifiques dans le domaine des migrants âgés et de l'aide sociale locale. Le projet s'articule autour de quatre dimensions: 1) les stratégies des migrants âgés pour accéder à la sécurité sociale et aux services sociaux 2) les liens transnationaux des migrants âgés, 3) les services informels et volontaires fournis par les migrants âgés et 4) les politiques locales d'assistance envers les migrants âgés. Les résultats serviront à élargir la base de connaissances sur les services sociaux– formels, informels, ou volontaires – capable de contribuer au bien-être des migrants âgés.
Comme dans de nombreux autres pays européens, la Suisse connaît un vieillissement rapide de la population migrante. Un groupe de migrants qui a été peu étudié est celui des Roumains. C'est un groupe très hétérogène de migrants. Il y a des Roumains arrivés en Suisse en tant que réfugiés politiques sous le régime communiste d’Europe de l'Est. Après la chute du rideau de fer, un nouveau groupe de Roumains a émigré en Suisse, principalement pour des raisons économiques. Ce deuxième flux migratoire a été suivi par un autre groupe de migrants, i.e. les parents âgés qui sont venus à travers le regroupement familial. Une autre catégorie concerne les visiteurs temporaires qui viennent en Suisse pour des brefs périodes pour prendre soin de leurs petits-enfants.
L’étude des migrants roumains âgés permettrait de comparer des personnes qui sont arrivées en Suisse dans différents contextes socio-économiques et qui sont différents par rapport à leurs statuts, leurs niveaux de formation, leur participation au marché du travail, leurs droits par rapport à l'Etat-social, leurs stratégies développées pour accéder aux prestations sociales et leurs liens avec le pays d'origine.

The project’s scope is to improve the scientific knowledge in the area of ageing migrants and local welfare. The project focuses on four dimensions: 1) ageing migrants’ bottom-up strategies to access welfare; 2) ageing migrants’ transnational ties, 3) informal and voluntary provisions by ageing migrants and 4) local welfare policies towards ageing migrants. The results would serve to expand the knowledge base of welfare provisions, whether formal, informal or voluntary, capable to contribute to the ageing migrants’ well-being.
Like in many other European countries, Switzerland experiences a rapid ageing of the migrant population. A migrant group that has so far been little studied is that of Romanians. This is a very heterogeneous group of migrants. There are the Romanians who arrived in Switzerland as political refugees during the communist regime in Eastern Europe. Following the fall of the Iron curtain, a new group of Romanians migrated to Switzerland, mainly for economic reasons. This second flow of migration was followed by another group of migrants; i.e. the ageing parents who came through family reunification. Another category refers to temporary visitors who come to Switzerland for shorts periods to provide care for their grandchildren.
Studying Romanian migrants would allow comparing persons who have arrived in Switzerland in different socio-economic contexts and who are different with respect to their statuses, levels of education, participation on the labour market, rights in relation to the welfare state, strategies developed to access welfare provisions and ties to the country of origin.
